Quick answer: Every major Australian casino deals blackjack with no hole card and lets you double on 9, 10 or 11 only. What changes from room to room is the soft 17 rule, what a dealer blackjack takes and the variants on the floor. The cheapest games we found are Pontoon (0.34% to 0.64%) and stand-on-soft-17 blackjack (about 0.54% to 0.7%). The most expensive is Blackjack Plus at 6.36%.

Think the room with the lowest minimum is the best deal? Look at the soft 17 column first. A dealer who hits soft 17 adds about 0.22% to the house edge, and that cost follows you on every hand.

"See rules" means the figure is in the casino's full document but not in the summary we could verify, so we do not guess. Each casino guide linked above covers the detail.
The rule that matters most: what a dealer blackjack takes
With no hole card, the dealer can make blackjack after you have doubled or split. How much you lose then depends on the casino:
- Crown Perth: everything on the table (ENHC). The rules say so in three separate clauses.
- SkyCity Adelaide: your original bet and your double. SkyCity's page does not say what happens to split hands.
- The Star Sydney: Wizard of Odds recorded BB+1 (busted bets plus one unit). Confirm in the current document.
- Crown Sydney and The Star Brisbane: the public guides do not spell it out.
What do I do when a guide is silent? I play the ENHC chart against a dealer 10 or ace. If the table turns out to be OBO, it costs only a few cents per A$100. Both versions are on our strategy chart, and the no hole card guide shows the losses in dollars.
Pontoon house edge by city
Pontoon (the Aussie casino game, not the British home game) is the cheapest table in most rooms. Wizard of Odds puts it at:

What the differences cost per hour
House edge figures feel abstract. Here they are in dollars, at A$25 a hand and 60 hands an hour:
- Pontoon at 0.38%: about A$5.70 an hour.
- Traditional Blackjack at 0.54%: about A$8.10 an hour.
- Star Blackjack at about 0.8%: about A$12 an hour.
- Blackjack Challenge at 2.53%: about A$37.95 an hour.
- Blackjack Plus at 6.36%: about A$95.40 an hour.
